Section 936 provided a tax credit for U.S.-based corporations that established manufacturing facilities in Puerto Rico. This initiative was the first grassroots effort that focused on engaging the Hispanic community on an issue of mutual importance to this community and the corporate sector. Organizations and leaders in cities from Chicago to New York were engaged in efforts that included Spanish language radio messages, visits by multi-state legislators to Puerto Rico and a petition drive that resulted in the generation of one-half million signatures of Hispanics in support of retaining Section 936.
